IELTS score for Canada PR — CLB conversion guide
Updated 29 May 2026 · 5 min read
IELTS General is the historical default for Canadian Express Entry — accepted by IRCC for all PR streams, and the test most consultants and lawyers recommend. This guide gives you the exact IELTS band → CLB conversion, the target bands for max CRS points, and a realistic study plan to move from CLB 7 to CLB 9.
IELTS General → CLB conversion (official IRCC)
CLB 10: Reading 8.0+, Writing 7.5+, Listening 8.5+, Speaking 7.5+ CLB 9: Reading 7.0–7.5, Writing 7.0–7.5*, Listening 8.0, Speaking 7.0 CLB 8: Reading 6.5, Writing 6.5, Listening 7.5, Speaking 6.5 CLB 7: Reading 6.0, Writing 6.0, Listening 6.0, Speaking 6.0 CLB 6: Reading 5.0, Writing 5.5, Listening 5.5, Speaking 5.5 CLB 5: Reading 4.0, Writing 5.0, Listening 5.0, Speaking 5.0
*Writing 7.0 = CLB 9. Don't aim for 7.5 unless you're going for CLB 10.
Target bands for max CRS points
CLB 9 sweet spot: 6 points per skill = 24 language points, plus skill-transferability bonus. Target: Reading 7.0, Writing 7.0, Listening 8.0, Speaking 7.0.
Notice that Listening 8.0 is significantly harder to hit than the other three CLB 9 thresholds. Most candidates fall short on Listening — start there.
CLB 10 adds 1 point per skill (4 total). Usually not worth the extra study time unless your starting baseline is already CLB 9 across the board.
Why IELTS Listening 8.0 is the hardest CLB 9 hurdle
IELTS Listening 8.0 requires roughly 35/40 correct answers. That's only 5 mistakes across 40 questions, including Section 4 (a 10-question academic lecture). The most common failure pattern: candidates score 8.5+ on Sections 1–3 and then drop to 6.0 on Section 4 because they lose focus.
Fix: practice Section 4 specifically. Take 5 Section 4 practice sets in a row (50 questions, 50 minutes of focused listening) to build the endurance the real test requires.
Realistic CLB 7 → CLB 9 study plan
Week 1: Diagnostic full IELTS General mock. Identify weakest skill.
Week 2–4: Daily practice — 1 Listening section + 1 Reading passage + 1 Writing task per day. Speaking practice 3x/week with AI feedback.
Week 5–6: Full mock every weekend. Score-correct and review every wrong answer.
Week 7–8: Targeted weakness work. If Listening is your gap, Section 4 daily. If Writing is your gap, Task 2 structure drilling daily.
Most candidates can move from CLB 7 to CLB 9 in 8 weeks of consistent daily practice. The biggest predictor of success is daily consistency, not weekly hours.
